Sixteen nations will be divided into four groups with the winners of the round robin tournament from each group playing in semi-finals. The two semi-final winners will move onto promotion/relegations playoffs for the Federation Cup World Group.
The chances of Israel, led by Shahar Peer (13), returning to the World Group after a two-year absence have been enhanced by the good form of 20-year-old Julia Glushko who after winning the Acre Open in Israel last month, won a tournament in Australia last week. She is expected to move back into the world's top 300.
