Crossbench peer Lord Hylton has called on the European Union to bar Israelis from entering Europe without a visa.

He tabled a motion asking for a House of Lords debate shortly before the summer recess, advocating a ban on Israeli goods being sold duty-free.

The motion calls for the Lords "to resolve that the EU should use its powers to prevent access to the EU without a visa by Israeli citizens and to remove duty-free access for Israeli goods if Israeli breaches of international law continue".

The 78-year-old peer has a decades-long track record of attacking Israel. Since the start of June this year he has asked 15 questions on topics involving Israel and the Palestinians.

He has repeatedly asked about issues, including Palestinian refugees and prisoners and the Gaza flotilla incident.

Lord Hylton is an unpaid director of the Middle East Economic Forum and regularly travels to the region. In the past three years he has visited Israel, Turkey, Iraq and Qatar.

He works with a number of conflict resolution groups, including the Advisory Council of Foundation for Reconciliation and Relief in Middle East.
