Maccabi kept pushing for the killer goal and it came from the spot. Player-manager Michael Sacks slotting home after Levy was fouled by the Rovers' keeper.
There was still time for a bit of pressure as Rovers pulled one back with a quarter of an hour to play, but substitute Jacob Huller grabbed his second goal in two games to seal the win.
Maccabi boss Michael Sacks said: “We are continuing to be clinical in front of goal, no one more than Sam Hatton who is reaching new levels of consistency this season.
“The defenders are also playing their part, led by captain Adam Jackson, Jake Bentwood and Dovid Herman - make no mistake, the whole squad is playing its part in this run.”
Elsewhere, Maccabi's Yellow team came from behind to defeat Leeds Maccabi. Captain Oli Grant was the hat-trick hero as the Yellows combined experience and youth.
