Ms Shuter resigned from Quintin Kynaston in May 2013 and joined King Solomon as head four months later.
While the panel recognised her significant education achievements, it concluded that “her national profile as an influential figure in education and public recognition as head teacher of the year and her receipt of a CBE increases the risk of public confidence in the profession being undermined” .
In a decision published today, the panel also recognised “the broader public interest in maintaining confidence in the management of public finances, in particular ensuring the appropriateness of expense claims against public funds” .
It said that she was ”prohibited from teaching indefinitely and cannot teach in any school, sixth form college, relevant youth accommodation or children’s home in England”.
