Donald Trump has said Israeli President Herzog should be "ashamed" of himself for not issuing a pardon to Prime Minister Netanyahu.
The Israeli premier faces charges of fraud, breach of trust and bribery in connection with three separate cases.
As a result, since 2020, he has been juggling his prime ministerial duties with attending trial hearings at the Jerusalem District Court.
Trump has weighed in on the issue several times since his return to office, labelling the trial a "witch hunt" and calling on Herzog to grant Netanyahu a presidential pardon.
Speaking to reporters on Thursday, Trump hailed Netanyahu as "a very good wartime prime minister," adding: "You have a president that refused to give him a pardon… [He] should be ashamed of himself.
"The primary power [Herzog has] got is… to give pardons, and he’s not. He said he’s given it five different times, but he doesn’t want to do it because, I guess he loses his power.
"I think the people of Israel should really shame him. He’s disgraceful for not giving it."
Netanyahu submitted a formal request for clemency to the president's office, which remains under consideration, last November.
Significantly, he did not admit guilt or express remorse over the alleged offences in the application, which is usually a requirement to receive a pardon.
Responding to Trump's comments, a spokesperson for Herzog said: "To clarify, the prime minister’s request is currently under review at the Justice Ministry for a legal opinion in accordance with the established procedures.
"Only upon completion of that process will President Herzog consider the request in accordance with the law, the best interests of the State of Israel, guided by his conscience, and without any influence from external or internal pressures of any kind."
While they said that the president "deeply appreciates President Trump for his significant contribution to the State of Israel and its security," they went on: "Israel is a sovereign state governed by the rule of law.
"Contrary to the impression created by President Trump’s remarks, President Herzog has not yet made any decision on this matter."
