Brighton striker Hemed, who was brought on as a second half substitute when Israel trailed 3-0, vented his frustration at not being in the starting line-up.
"Something is not logical even detached from reality, I'm disappointed Elisha Levy didn't let me start," he said, "I should be the first-choice striker and anchor in the team."
Levy said: "I expect professional players to know how to behave, The national team is above everything and I had no choice but to suspend them.
"Hemed does not talk about his coach like that at Brighton, even though he is not playing there because he knows sanctions would be brought against him."
