From the Mandate for Palestine
The Pre-amble
Whereas recognition has thereby been given to the historical connection of the Jewish people with Palestine and to the grounds for reconstituting their national home in that country;
ARTICLE 4. An appropriate Jewish agency shall be recognised as a public body for the purpose of advising and cooperating with the Administration of Palestine in such economic, social and other matters as may affect the establishment of the Jewish national home and the interests of the Jewish population in Palestine [which arguably means not the whole of it], and, subject always to the control of the Administration to assist and take part in the development of the country.
The Zionist organization, so long as its organization and constitution are in the opinion of the Mandatory appropriate, shall be recognised as such agency. It shall take steps in consultation with His Britannic Majesty's Government to secure the cooperation of all Jews who are willing to assist in the establishment of the Jewish national home.
ARTICLE 5. The Mandatory shall be responsible for seeing that no Palestine territory shall be ceded or leased to, or in any way placed under the control of the Government of any foreign Power.[Britain reneged on this and divested itself of the majority of the Mandate to create the State of Jordan]
ARTICLE 6. The Administration of Palestine, while ensuring that the rights and position of other sections of the population are not prejudiced, shall facilitate Jewish immigration under suitable conditions and shall encourage, in cooperation with the Jewish agency referred to in Article 4, close settlement by Jews on the land, including State lands and waste lands not required for public purposes.[This of course included Judea and Samaria]
ARTICLE 7. The Administration of Palestine shall be responsible for enacting a nationality law. There shall be included in this law provisions framed so as to facilitate the acquisition of Palestinian citizenship by Jews [Note not Arabs] who take up their permanent residence in Palestine.
Are you still going to persist with your outlandish theories that the purpose of the mandate was not to lead to the creation of a Jewish Homeland in what was then called Palestine. Whether "Jewish Homeland" did or did not mean a state as you suggest has since at least 1937 been moot because in that year the British themselves proposed dividing Palestine into two independent states one for Arabs and one for the Jews.
With war looming, Britain did the dirty on the Jews because it needed to shore up Arab support and access to oil, Parliament approved the MacDonald White Paper on 17 May 1939. The White Paper declared as a sop to the Arabs who it was feared would fall under Nazi influence "unequivocally that it is not part of [the British government's] policy that Palestine should become a Jewish State" and sought to eliminate Jewish immigration to Palestine. This was seen as a contradiction of the terms of the Mandate (according to which, the government of Palestine "shall facilitate Jewish immigration"), and an anti-humanitarian catastrophe, in light of the increasing persecution in Europe and was instrumental in sealing the fate of many of the Holocaust victims.
Britain should be proud of itself.
