I see because it dos not say "the" when it was never supposed to say "the" means it was badly drafted. Butthe evidence is all aginst you. It says what it does and in the official English the word "the" is not to be found and in fact no one (except the lunatic fringe) expects Israel to withdraw to the 1949 Armistice lines - you will just have to live with it in la la land.
