Just as not all Jews are Zionists (from Neturei Karta and the Satmar to whatever is left of the Bundists to the vast majority of Jews in the pews who don't give a monkey's either way), not all Zionists endorse every last policy of every last Israeli government.
For instance, the extreme right wing who lambasted the Rabin government for seeking a deal with the Palestinians cannot be described as anti-Zionist even though they opposed an elected Israeli government's policy. By the same token, those of us who oppose the anti-peace policies of the current far right Israeli government cannot be described as anti-Zionist because many of us believe these policies are deleterious to the future of the Jewish state.
