An Indian government minister has directly accused Pakistan of masterminding “from beginning to end” the Mumbai terror attacks during which militants killed more than 150 people including a Chabad rabbi.

Indian Home Secretary GK Pillai told a newspaper that Pakistan's main intelligence agency, ISI had controlled and coordinated the three-day-long assaults in November 2008.

Although Indian officials have already implicated ISI, Mr Pillai said Pakistan had more than "just a peripheral role" and that the ISI chief Hafiz Mohammad Saeed “knew everything."

Pakistan has so far claimed Mr Saeed is not guilty.

There were six Jews among 166 victims of gunmen who opened fire at sites around the Indian capital.

Among the dead were Israeli-born Rabbi Gavriel Holztberg and his wife Rivka, Chabad envoys who died when the militants laid siege to a house used mainly for hosting backpackers for Shabbat.

The allegations came as the Indian foreign minister arrived in Islamabad to try and rebuild the ties between the neighbouring countries that were broken in the wake of the rampage.
