With no more than pride to play for ahead of their final match against former world champions Spain, Israel found it hard to break down a resilient home defence.
Tibi forced home what proved to be the only goal midway through the first half, following up to convert the rebound after striker Tomer Hemed was denied by the goalkeeper.
With former Premier League defender Tal Ben Haim keeping things tight at the back, Israel threw on a couple of attack-minded substitutes in the final 20 minutes in a bid to kill off the game, but Tal Ben Chaim and Yossi Benayoun were unable to make further inroads.
Levy said: "We are happy we won and we could have done so by a greater margin had we taken our chances.”
