Israeli striker Hemed, 30, scored what proved to be the winning goal before his tussle with Newcastle defender DeAndre Yedlin, but he has been cleared of any blame by Brighton manager Chris Hughton. He was charged by the Football Association on Monday and has until 6pm on Tuesday to respond.
"My very first impression is there was no intent," said Hughton. "There has been contact but my first impression is no intent and knowing the individual I would say no intent."
Asked about the incident, Yedlin said: "I was on the ground. Whether it was accidental or not, doesn't really matter. Whoever is on the committee who punishes that sort of thing will figure it out.
"I thought he stamped on my calf but didn't see what happened. Maybe it was accidental."
Hemed settled the match with an acrobatic volley on 51 minutes, after Pascal Gross' free-kick was headed back across goal by Dale Stephens.
