My take on what lies behind the riots, in today's Express: http://goo.gl/Ou7nJ

Maybe the UK welfare state should not confer special benefits for single parent families. Such policies bring social dysfunction by encouraging family breakup if the father is a low wage earner. In the US, it happened when under LBJ the federal Aid to Dependent Children program passed. In the mid 90s, a Republican Congress forced President Bill Clinton to sign welfare reform, that finally repealed it.
When will the UK police be allowed to use force against rioters? They came out against of force in response to David Cameron's consultation with former NYC Police Commissioner Bill Bratton. If that's the case, who needs them? As a citizen, I want protection from hooligans. The UK police go after the rioters post facto, using cameras to identify them. I say let them do more to prevent the harm to lives and property beforehand.
