It isn't yet, but it's going that way. With the occupation of the West Bank, there is now a non-Jewish majority ruled by a Jewish minority. Some people are quite happy with that. It makes them feel big and strong. But they have yet to grasp that they are doing Hamas's work by supporting a Israel with a non-Jewish majority. Go figure.

The Apartheid is against the Palestinians.

While the west bank is an apartheid province in the most emphatic of senses Israel proper is not an apartheid state.

The situation is very much akin to that of Ulster until very recently. Equality in law but profound informal discrimination and in the application of the law.
