In 2000 Mr Barak offered Arafat east Jerusalem as their capital and 98% of Judea and Samaria an almost total withdrawal of all Jews from Judea and Samaria - since then things have moved on and as Israel has been saying since Mr Abbas took over the reins major settlement concentrations including east Jerusalem will not be on the table for discussion.
