Just heard that Israel asked for the UN to intercede with a ship bound for Gaza from Libya; if Israel is turned down I think the answer would be 'yes'.

I do have a battered copy of a concise admiralty law book, not definitive obviously, but so glad for the internet. I love books, but mine is probably out of date.

The links below are broadly in agreement, although there is talk on 'proportionality' in the second link.

the internationally accepted version of the modern law relating to blockade is the 1994 san remo manual on international law applicable to armed conflicts at sea of the international institute of humanitarian law, published on the international red cross website

(the 1998 "helsinki principles" mentioned on some other websites seem to be less authoritative)

so you can stop battering your admiralty law book , and instead look at the details on my blog at here is the San Remo international law of blockade …
