Obama the post-modern Nobel winner

Just a quick question: can someone from the Nobel committee tell us what Obama has, er, actually done...

Think about it, it’s so post-modern: a leader can now win the peace
prize for saying that he hopes to bring about peace at some point in
the future. He doesn’t actually have to do it, he just has to have
aspirations. Brilliant.

I can't verify for sure but on twitter & blogs etc. there seems to be a belief that nominations actually closed 11 days after the inauguration which moves the whole thing from ridiculous (if predictable) to quite sinister.
