Control of the territorial waters
While there is no fence along Gaza 's coastline, residents do not have open access to the sea. Palestinians wanting to go to sea need to request a permit from Israel. Those who obtain a permit are not allowed to sail far from shore. Anyone who violates the prohibition puts his life at risk: in the past, Israeli patrol boats have fired at boats that exceeded the maximum distance allowed. Israel 's Navy patrols the waters and thwarts attempts to enter or leave Gaza by sea.

OK, all reasonably true, but what exactly is your problem?
Israel was attacked by Egypt, Syria and Jordan in 1967, and as a result gained control over Gaza. Saadat refused to take it back, knowing well who are the residents of Gaza, and signed a Peace Treaty with Israel leaving Gaza under Israeli rule.
The criminal Oslo Agreement, combined with Sharon's attempt to avoid prosecution for criminal civilian acts by bribing the Left-oriented legal system with execution of leftist policies (such as those Gold.Sarah apparently wants to see more of), resulted in Israel withdrawing from Gaza. Despite the fact that Oslo was a so-called "Peace Treaty", the vacuum created by the criminal, unforgiveable, but most of all - stupid - destruction of Gush Katif was filled immediately by Hamas terrorists, those who lobbed some 7,000 shells at Israeli civilians in Sderot and the surrounding area.
Hamas build its terrorist bases in the midst of civilian residence areas, with the intention that either Israel won't dare attack for fear of harming civilians, or alternately, if Israel does attack and by mistake causes civilian casualties, the Gold.Sarah's of this world will be vociferous in spreading the Hamas message that Israel is evil and harming innocent civilians.
I've written elsewhere that 70 years ago in Europe, the Jews had a problem. A very big problem. Today the story is very different. There's a new guy on the block. Not merely a Jew - which is a galut (exile) term - but an Israeli. Israel is here to stay, will defend itself as it sees fit - it possesses every capability to do so - and the eye-rolling, sanctimonious commentators such as Gold, Chambers and zafarti, each anti-Israel for reasons of his/her own, are TG as effective as gnat bites.
We've come a long way forward in 70 years: from the nazi regime to Gold, chambers and zafarti writing against us in a JC blog ...
